REQUEST FOR ADDITIONAL INFORMATION - CORE SPRAY SYSTEM SURVEILLANCE AMENDMENT (TAC N0. 73343)

Based on our review of your Technical Specification amendment request dated May 31,1989 (JPN 89 036) for the James A. FitzPatrick Nuclear Power Plant, we have identified the need for additional information in order to complete the review. We, therefore, request that you provide a' response to the enclosed question.

The reporting and/or recordkeeping requirements of this letter affect fewer than ten respondents; therefore, OMB clearance is not required under PL 96 511.

.- REC'UEST FOR ADDITIONAL INFORMATION COF:E SPRAY SYSTEM SURVEILLANCE TEST The proposed change addresses the Core Spray System surveillance test requirements of Specification 4.5.A.1.b. The present requirement states that the

" core spray pumps shall deliver at least 4625 gpm against a system head corresponding to a total pump developed head of > 113 psig."

The amendment would change the specification to state that the

" core spray pumps shall deliver at least 4625 gpm against a system head corresponding to a reactor vessel pressure of > 113 psi above primary containment pressure."

In light of the information presented in the Final Safety Analysis Report Figure No. 6.4-2, and any other pertinent information, please justify use of the value of reactor pressure stated in the amendment, or of another value to be determined from your analysis.
