Subject: NRC Region ! Inspection Report No. 50-333/90-06

This letter transmits the results of the routine inspection conducted by

Messrs.

W. Schmidt and

R. Plasse of

this office on August 12

through

September 22, 1990, at the James A. FitzPatrick Nuclear Power Plant, Scriba,

New York.

Mr. Schmidt discussed the inspection findings with you and other

members of your st6ff at the conclusion of the inspection.

The inspector identified one violation concerning ineffective corrective action

for an unplanned isolation of the reactor water cleanup system. Specifically,

'

the inspector determined that your staff did not determine and address all the

various causes involved in the event, some of which involved poor procedural

adherence. .In your response please address the causes identified by the

!

1nspector for this event.

'We appreciate your participation during the September 14 mid-cycle management

meeting in Region

I.

The discussions were: beneficial, enabling

better

understanding of the assessment of the FitzPatrick performance from the

perspective of both organizations.
