of this office on July 10-14, 1989 at The James A. FitzPatrick Plant of activities-
authorized by NRC License No. DPR-59 and to the discussions of our findinos
held by Mr. DellaGreca with you and members of your staff at the conclusion of
the inspection.
Areas examined during this inspection included your corrective actions associated
with five equipment qualification related violations, as described in the NRC
Region I Inspection Report which is enclosed with this letter. Within these
areas, the inspection consisted of selective examinations of procedures and
representative records, interviews with personnel, and observations by the
inspector. We also reviewed your letter No. JAFP 87-0905, dated November 5, 1987,
in response to the subject Notices of Violation, dated September 23, 1987. Our
detailed reevaluation of the findings and of your responses and conclusions
shows that the deficiencies identified do constitute a violation. The viola-
tions(Items 87-14-02, 87-14-11, and 87-14-12) stand as stated. Your corrective
actions for four of the five violations addressed were found to be acceptable
and the issues are closed. However, your corrective actions regarding the
procurement of commercial grade replacement parts used in safety related applica-
.tions were determined to be inadequate. Based upon the results of this inspection,
your procurement practices have improved since the time the violation was issued.
They show, nonetheless, a need for revised procedures, especially in the area
of commercial grade items' dedication which makes use of an unissued procedure.
This issue should be given priority attention.
