Dear Sir:

This letter and the associated attachments revise, in part, the previously submitted application for amendment to the James A. FitzPatrick Technical Specifications (Reference

1) for converting the current Technical Specifications (CTS) to the Improved Teconical Specifications (ITS) consistent with improved Standard Technical Specifications (NUREG-1433, Revision 1).

The revisions to the Reference 1 submittal address the following topics:

e Reflect issuance of License Amendments 249,250,251 and 252 (References 2,3,4 and 5),

e Reflect submittal of proposed changes to the current Technical Specifications regarding Local Power Range Monitor (LPRM) Calibration (Reference 6),

e Reflect submittal of proposed changes to the current Technical Specifications regarding Administrative Controls (Reference 7).

Revisions to the improved Technical Specifications (ITS) Conversion Packages consist of:

  • Revised current Technical Specifications (CTS) markup pages,

e Revised Justification for Differences (JFD) from the NUREG markup pages, e Revised NUREG Bases JFDs, and, e Revised proposed JAFNPP ITS pages.

None of the changes required 7evision of the N') REG Baser, markup or proposed JAFNPP ITS Bases pages that were part of the Reference 1 submittal, in Reference 1 NYPA committed (Commitment JPN-99-OO8-01) to revise the ITS Conversion submittal to reflect withdrawal of the proposed changes to the current Technical Specifications regarding inservice leak and hydrostatic testing (Reference 8) by June 1,1999. Due to concerns raised during final review of the changes made to reflect the commitment, the Authority finds it necessary to defer submittal of the associated changes until the concerns have been resolved. It is expected that resolution of the concerns will be completed by June 25 and that revisions to the ITS Conversion packages which reflect Reference 8 will be submitted to the NRC by July 30,1999.

The revisions to the ITS Conversion Packages which reflect issuance of License Amendments 249,250,251 and 252 were anticipated during preparation of the ITS conversion submittal and do not result in any technical changes. The associated NSHCs

. previously submitted by Reference 1 do not require change.

The revisions to the ITS Conversion Packages which reflect proposed changes to the CTS regarding LPRM Calibration and Administrative Controls (References 6 and 7 respectively) are administrative. No changes to NSHCs are necessary.

Attachment 1 of this letter, "Pending License Amendment Requests," provides an update of the docketed license amendment requests as of May 17,1999.

Attachment 2 of this letter provides an update of the changes in the ITS Conversion submittal that are considered to be "beyond the current Technical Specifications" and "beyond the improved Standard Technical Specifications."

Attachment 3 contains the revised pages and page replacement instructions. Each revised (replacement) page is marked " Revision B" in the lower right corner and the area of the page'containing the revised, added or deleted text contains a vertical "bar" in the margin.

Revised hand written markup pages (CTS markup pages, NUREG markup pages, and NUREG Bases markup pages) are also marked " Revision B" in the lower right corner and the area of the page containing the revised markup has a vertical bar in the margin with the Symbol B adjacent to the vertical bar.

, Attachment 4 contains the summary of a new commitment contained in this letter.

The signed original of the Application for Amendment to the Operating License is enclosed for filing.
