POWER AUTHORITY OF THE STATE OF NEW YORK - DENIAL 0F AMENDMENT REQUEST (TAC N0. 71210)

By letter dated December 19, 1986, you submitted an amendment request for the James A. FitzPatrick Nuclear Power Plant to revise the applicable technical specifications (TS) regarding deletion of Table 3.7 1 " Containment Isolation Valves." The amendment request also proposed TS revisions to reflect the addition of nine Reactor Building Closed Loop Cooling Water System (RBCLCWS) containment isolation valves. Subsequently, in a letter dated January 17, 1989, you withdrew the portion of this amendment request dealing with the 1 RBCLCWS, combined it with another amendment request dealing with containment isolation valves and submitted these changes as a separate amendment request.

However, no written change to the December 19, 1986 submittal which excluded the withdrawn material and retained the desired material was submitted.

In conference calls with the itRC staff, your staff committed to provide a revision to your December 19, 1986 submittal which would reflect only the desired TS changes related to Table 3.7 1, exclusive of the RBCLCWS changes.

This revised submittal has not been received.

Since your currently docketed application is not now supported by sufficient technical information, your request for the license amendment is denied.

Also, for your information, since your amendment request to delete Table 3.71 was not published in the Federal Register, this application denial will not be published.

This action closes TAC No. 71210. .
