JAMES A. FITZPATRICK NUCLEAR POWER PLANT - RESPONSE TO GENERIC LETTER 95-07," PRESSURE LOCKING AND THERMAL BINDING OF SAFETY-RELATED POWER-OPERATED GATE VALVES,"(TAC NO. M93464)
Dear Mr. Knubel:
On August 17,1995, the NRC issued Generic Letter (GL) 95-07, " Pressure Locking and Thermal Binding of Safety-Related Power-Operated Gate Valves," requesting that licensees take actions to ensure that safety-related power-operated gate valves that are susceptible to pressure locking or thermal binding are capable of performing their safety functions.
The New York Power Authority (NYPA, also known as the Power Authority of the State of New York) responded to GL 95-07 in letters dated October 16,1995, and February 13 and March 8, 1996, for the James A. FitzPatrick Nuclear Power Plant. The NRC staff requested additional information on May 29,1996, which was provided by NYPA on June 27,1996.
The NRC staff has reviewed these submittals and finds that NYPA has adequately addressed the actions requested in GL 95-07, as discussed in the enclosed safety evaluation.
