REQUALIFICATION PROGRAM EVALUATION AND BWR POWER OSCILLATION PROGR
INSPECTION, COMBINED REPORT NO. 50-333/89-04 (OL)
During the week of May 1, 1989, the NRC conducted a requalification program
evaluation at the James A. FitzPatrick Nuclear Power Plant. The evaluation was
conducted in accordance with draft Revision 5 to NUREG-1021, " Operator Licens-
ing Examiner Standards," specifically, ES-601, " Administration of- NRC Requali-
fication Program Evaluations."
The evaluation had two purposes:
(1) to evalu-
ate individual operator competency, and (2) to evaluate the effectiveness of
the licensed operator requalification training program at FitzPatrick. At the
conclusit., of the examination, generic findings were discussed with those
members of your staff identified in the enclosed report.
As a result of this evaluation, the FitzPatrick requalification program has
been rated as satisfactory.
Based on NRC grading, all six reactor operators
and six senior reactor operators passed all portions of the examination. Based
on your staff's grading, two senior reactor operators failed the written
portion of the examination. You are expected to complete remedial training for
those two. senior reactor operators.
Also, during the weeks of April 17 and May 1,1989, an inspection was conducted
with respect to your implementation of NRC Bulletin 88-07 and Supplement 1,
BWR Power Oscillations. A number of deficiencies were noted with respect to
the quality of your procedure revisions and the knowledge level of certain
licensed operutors.
These deficiencies reflect poor implementation of the
requested actions of NRC Bulletin 88-07 and Supplement 1.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosure will be placed in the NRC Public Document Room.
