Subject: Inspection Report No. 50-333/89-17  !

Thir. refers to the routine safety inspection conducted by J. J. Kottan and

N. T. McNamara of this office on July 31 - August 4, 1989 of activities

authorized by NRC License No. DPR-59 at the James A. FitzPatrick Nuclear Power

Plant, Scriba, New York and to the cliscussions of our findings held by

Mr. Kottan with Mr. W. Fernandez and other merabers of your staff at the

conclusion of the inspection.

Areas examined during this inspection are described in the NRC Region I

Inspection Report which is enclosed with this letter. Within these areas, the

inspection consisted of selective examinations of procedures and representative

records, interviews with personnel, and observations by the inspector.

In addition, our Mobile Laboratory was also brought to your site and used by

the inspector to make certain independent measurements. The basic purpose of

these independent measurements is to verify your capability for analyzing

radioactiv.e effluents, and to achieve and maintain comparaole methods of

an:;1yses between ycur facility and the NRC. The complete data from these

measurements will be reported in a subsequent inspection report.

Within the scope of this inspection, no violations were observed.
