discussed the inspection findings with you and other members of your staf f at the

conclusion of the inspection.
Your staff identified an instance in which, at different times on hourly fire
,

watch patrols, nine security personnel entered e posted high radiation area
without following your radiation protection program for such entries. Your staf f
did a credible ' job -in identifying this violation and in taking corrective.
actions, and we considered not citing this violation based on the NRC's licensee'
identified violation' policy.
However, as nine individuals, trained in your-
,

procedures, inappropriately entered the posted area, we have concluded that prior
corrective actions regarding compliance with radiological control procedures were
not effective.
Further, this incident represents another example of your
personnel being' insensitive to potentially adverse radiological consequences.

'In your response to this violation, please address this aspect of the incident.

Your performance of the high pressure coolant injection to the vessel was a well
planned and executed initiative. The information you have developed is valuable
