This letter refers to the Safety System Functional Inspection performed by a .

team of- NRC inspectors'and contractors led by Mr. T. Koshy on May 1 - May 26,1989.

et the Fitzpatrick Nuclear Power Plah in Scriba, New York. Mr. Koshy discussed

ce findings ed the. inspection with Mr. R. Beedle, yourself and members of your

staff at the cc usion of the inspection.

The inspection focused on the ability of the electrical power. supply systems

'to, function in accordance with their design basis. . Particular emphasis was

placed on the emergency diesel generators including associated support systems.

" Areas' examined during this inspection are described in the NRC; Region ~I

Inspection Report which is enclosed with this letter. Within these areas, the

inspection consisted-of selective examinations of procedures and~ representative

records, interviews with personnel, and observations by the. inspectors.

Based on the results of this inspection, it appears that certain ~of your

-activities.were not conducted in full comp iance with NRC requirements, as set

forth in:the Notice of Violation, enclosed herewith as Appendix A. These

violations have been. categorized'by severity level in'accordance with'the

" General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR -

Part 2,' Appendix C (Enforcement Policy). You are required to' respond to this

letter and in preparing your response, you should follow the instructions in

Appendix'A.

In addition, it is important that continued management attention be given to

the following issues

Surveillance testing of DC breakers
  • . Drawing controls to reflect as-built conditions
