50-286-New York Power Authority 4
ATTN: Mr. John C. Brons.
.1 Executive Vice President Nuclear Generation 123 Main Street i
White Plains, New York 10601
Dear Mr. Brons:
Subject:
Licensee Engineering Initiatives Nuclear power plant licensees, industry groups, professional societies, and the
'NRC have devoted substantially increased attention to nuclear )ower plant engi-neering program enhancements in recent years.' Many licensees 1 ave undertaken significant positiv" initiatives in the engineering area,, including design = basis document (DBD) updates, safety system functional inspections, and other engi-i neering program improvements.
In order. to share experiences and foster a disciplined and coordinated approach l
to engineering initiatives, licensees in the NRC Region V area have established an' Engineering Managers' Forum. This forum has held <several meetings since it was-initiated in 1988, and has issued a formal. charter plus two guideline docu-
.ments dealing with plant design basis documentation and other engineering pro-grams. Appropriate liaison has been provided with INPO and NUMARC regarding 1
the forum efforts and guidelines. The forum plans to issue' additional guide-lines, on subjects which include engineering backlog,--spare parts,- and qualifi-cation of. engineers.- Forum members have indicated that their counterparts in i
NRC Regions ll and Ill are also in the process of setting up similar working groups.
1 encourage you and other power reactor licensees in Region I to initiate a similar initiative that would provide for the sharing of information and ex-periences involving engineering initiatives and solution of problems common to al1.. A cooperative effort of this nature would promote efficiency and enhance the effectiveness of nuclear power plant engineering activities.
l The current chairman of the Region V Engineering Managers' Forum is Mr. John Allen of Arizona Public Service Company, tele > hone (602) 340-4181.
If you should de-sire additional information regarding tie approach being taken by their forum, you I
