This letter transmits the results of the routine inspection conducted by
Messrs.
W. Schmidt
and
R. Plasse
of
this
office
on April 26
through
May 26,-1990, at the James A.
FitzPatrick Nuclear Power- Plant, Scriba, New
York. Mr. Schmidt discussed the inspection findings with you and other members
of your staff at the conclusion of the inspection.
No violations were
identified during this period.
We_ are concerned by two issues raised in the report: the apparent increase in
the frequency.of personnel errors by both licensed and non-licensed operations
department staff and the poorly documented 10 CFR 50.59 decision prior to
implementation of control room human factors design modifications.
Increased
attention to performance in _both areas is indicated.
