This letter transmits the report of the special maintenance team inspection
led by Mr. E. H. Gray of this office from April 16 to May 11,1990 at the
James A. FitzPatrick Nuclear Power Plant in Scriba, New York. Mr. Gray

discussed the team's findings with you and other members of your staff on

May 11,'1990, at the conclusion'of-the inspection.
This inspection was performed as part.of the NRC's industry wide effort to
o

evaluate the effectiveness of maintenance activities at' licensed power reactors.

The. team concluded that a generally acceptable maintenance program is being
l,
. implemented at the FitzPatrick Nuclear Power Plant. Management attention is
q
directed toward the weaknesses identified throughout.the report and listed in
Appendix 2. . These are provided for your consideration and correction as you.

Based on- the results of this inspection, it appears that' one of your activities,
relating to the scheduling of EQ related maintenance was not conducted in: full
compliance with NRC requirements. However, because.of.its minor safety

significance and.the fact that corrective actions were initiated prior to the

end of the' inspection period, this is considered to be a non cited violation.
