Gentlemen:

Subject: Inspection Report No. 50-029/86-17

This refers to the routine inspection conducted by Mr. Robert W. Winters of

this office on September 29 - October 3,1986, at Yankee Rowe, Rowe, Ma. of

activities authorized by NRC License No. DPR3 and to the discussions of our

findings held by Dr. Bettenhausen with Mr. T. K. Henderson of your staff at

the conclusion of the inspection.

Areas examined during this inspection are described in the NRC Region I

Inspection Report which is enclosed with this letter. Within these areas,

the inspection consisted of selective examinations of procedures and

representative records, interviews with personnel, and observations by the

inspector.

Based on the results of this inspection,it appears that several of your

activities were not conducted in full compliance with NRC requirement,s as set

forth in the Notice of Violation, enclosed herewith as Appendix A. The

violation has been categorized by severity level in accordance with the

revised NRC Enforcement Policy (10CFR2, Appendix C) published in the Federal

Register Notice (49FR 8583) dated March 8, 1984. You are required to respond

to this letter and in preparing your response, you should follow the

instructions in Appendix A. Should you desire a meeting to discuss these

findings, as was indicated in a telephone conversation between Dr.

Bettenhausen and Mr. Shepard on October 9, 1986, please inform us.

These inspection results provide indications of lack of discipline in the

implementation of your procedures for maintenance and Quality Control

inspection activities and the control of lubricants. In response to this

letter, please specifically address those actions which you intend to take to

improve performance in these areas.
