The Region IV staff has completed review of the emergency plan changes which you submitted to this office by letter dated June 26, 1987. The emergency plan changes do not appear to decrease the effectiveness of the Waterford 3 Emergency Plan. The following areas were clarified and better defined in revision 11 to the Emergency Response Plan.

  • Under definitions 1.1.17, Emergency Coordinator, you included 0FF-SITE notifications.
  • Section 3.1.2.1 Emergency Coordination On-Site, you added full authority and responr.ibility. 1 l
  • Section 5.1.2.2.2, third paragraph, off-site notifications were added to l of f-site protective action recommendations.
  • Section 6.6.1.1.b Accountability, paragraph 2 states accountability is  !

performed by procedure for each facility's personnei. It is evident from review of personnel task assignments for the control room and the TSC that personnel have been assigned responsibility for accountability.

  • Section 5.1.2.3.1.a.6., included making off-site notifications.
