Gentlemen:

This refers to the construction inspection conducted by Mr. D. L. Kelley and

other members of the Region IV Comanche Peak Group during the period January 1

through February 28, 1987, of activities authorized by NRC Construction

Permits CPPR-126 and CPPR-127 for the Comanche Peak Steam Electric Station,

Units 1 and 2, and to the discussions of our findings with you and other members

of your staff during and at the conclusion of the inspection.

Areas of construction examined during the inspection included replacement of_.

electrical penetration assemblies in Units 1 and 2, plant tours, removal and

rework of Class IE 6.9kv switchgear, and fire prevention / protection. The-

inspection consisted of selective examination of procedures and representative

records, interviews with personnel, and observation by the NRC inspectors.

These findings are documented in the enclosed inspection report.

Within the scope of the inspection, no violations or deviations were $

identified.

Two unresolved items are identified in paragraph 4 of the enclosed inspection

report.
