Dear Mr. Sorensen:

We invite your utility's participation in a one-day workshop on the NRC's Incident Investigation Program (IIP). An agenda for the workshop is enclosed (Enclosure 1). Please note that we have included a brief session at the end of the workshop on NRC's approach to performance indicators for those who are interested in that subject.

The purpose'of the workshop on IIP is to give you an understanding of the process by which NRC will investigate potential significant incidents and to provide an opportunity to gain insight into what NRC will expect of the utility in this process. You will have an opportunity to raise questions about the process and its impact on you.

The workshop for utilities in NRC Region V will take place on Wednesday, March 11, 1987, at the NRC Region V office in Walnut Creek.

In order to give you an adequate time to become familiar with the NRC's IIP procedures, we are enclosing a set of revised procedures (Enclosure 2) with this invitation. The procedures were provided to all Owners' Groups, INP0 and NSAC for review 'and coment. The industry responses have been reviewed and a number of the procedures were modified to. incorporate the comments. For your information, Enclosure 3 contains our resolution of all coments received from industry on the IIT procedures. We hope this information will also p ovide you additional insight into the IIP. In addition, Enclosure 4 contains information describing the Performance Indicator Program.

I NRC INCIDENT INVESTIGATION PROGRAM WORKSHOP NRC REGION V Statement of Purpose The purpose of this workshop is to acquaint utilities in the NRC Region V with the NRC's Incident Investigation Program so they can be better prepared should an incident at one of their facilities trigger the establishment of an IIT or an AIT. It is not our intent to train utility representatives in the details of NRC's IIP procedures. The workshop is designed to present the essential elements of the IIP in a summary fashion and to allow ample opportunity for questions to be raised and answered. The workshop will also include a presentation of the status of the Performance Indicator Program followed by another question and answer period.
