SEP 0 21986 Docket No. 50-397 Washington Public Power Supply System P. O. Box 968 Richland, Washington 99352 Attention: Mr. G. C. Sorensen, Manager Regulatory Programs

' Gentlemen:

This letter concerns unescorted access of NRC contractor personnel to your facilities for the purpose of observing your emergency preparedness exercise. This matter was discussed during an August 12, 1986 telephone conversation between Ms. G. M. Temple of my staff and Mr. A. Klauss of your staff. Access to the site will be required for September 16-19, 1986.

I am requesting that the individuals identified in the enclosure to this letter be issued no escort required picture badges as authorized by 10 CFR 73.55(d)(5) for prompt access to all areas of your facility. The Department of Energy (DOE) "Q" and "L" clearances equal or exceed your screening requirements.

The personnel identified in the enclosure to this letter have completed indoctrination training in radiological protection, emergency response and security comparable to that furnished by you to regular site employees granted unescorted access. Any additional training provided by you to these team members should be limited to site specific matters required for the individuals' safety.

The NRC evaluation team will consist of Ms. G. M. Temple (Team Leader), Mr.

K. M. Prendergast (NRC Region V), Mr. R. Meck (NRC Headquarters) and the two individuals identified in the enclosure to this letter. Arrangements for site specific training have been coordinated with Mr. Klauss. It is my understanding that Ms. Temple and the two contractors are scheduled for training at 7:30 a.m. on September 16, 1986. Messrs. Prendergast and Meck have not been scheduled for training because they will be observing activities in your Emergency Operations Facility during the exercise.

Should you have any questions concerning the above, please contact Ms. Temple at (415) 943-3764.

Sincerely, Q

John B6 Martin Regional Administrator
