We have also contacted FEMA, Region X regardingthe.objectivesforthe exercise.

FEMAhasaddressedtaeirvlewsregardingtheobjectivesand limitations in a June 19, 1990, letter to state and local agencies.

Objectives and Extent of Play Agreements for the 1990 WNP-2 Biennial Exercise I have received a copy of a letter that the supply-System wrote to the Nuclear Regulatory Commission Region V on June 8, 1990.

This letter, besides not being addressed to FEMA, does not appear to be responsive to the issues'and concerns discussed and referenced in my May 11, and May 25, 1990, memorandums to you.

have prepared the enclosed attachments for your review and concurrence.

The attachments (one for Washington State and one l~

for Benton and Franklin Counties) represent the objectives to be I

demonstrated and the extent of play agreements for-the WNP-2 Biennial Exercise scheduled for September 11, 1990.

In addition, 3

FEMA expects the open-issues forwarded with our May 25, memorandum to be demonstrated.

I note that Washington State and Benton and Franklin Counties l

have been requested to review FEMA's. final draft report on the Alert and Notification System ( ANS) for the WNP-2 site.

Benton and Franklin Counties have never demonstrated an actual activation of the alert and notification system in an FEMA l

evaluated drill or exercise.

I had stated several. years ago (at a Hood River conference) that all appropriate jurisdictions would be~ expected to do so (activate ANS) once during a six year cycle of exercises.

Last month, I made my expectations known that I expected such a demonstration this fall.

FEMA expects such demonstrations as part of FEMA's approval of the ANS system.

Therefore, I have included this demonstration as part of the extent of play agreement for objective 12.

I expect that the State 1,'and County (s)) will submit the exercise scenario to FEMA for revdew in accordance with the schedule l

outlined in my May 11, memorandum.

EXTENT OF PIM AGREEMENT: Benton and Franklin Counties will demonstrate route alerting along the Columbia River (at least 4 boats shall be targets for alerting, one to the north of the five alle zone, 2 within the five mile zone, and one south of the five mile zone).

Benton and Franklin County will activate the 4 sirans (to be in sequence and within the 15 minute from receipt of with SAE and EBS message broadcast) and prepare / broadcast the exercise EBS message for Columbia River evacuation.

Radio station KONA shall broadcast test EBS message (normal test message) upon request of the B/F EOC (in conjunction with the SAE/ Columbia River route alerting);

the Dept.

of Wildlife will demonstrate alerting (IP-14) and the City of Richland will not be expected to perform route alerting of the Horn Rapids areas.

the. two Franklin County vehicles will be redeployed to two access control points; and the two Franklin-County vehicles will demonstrate evacuation-4 verification patrol.

Note, an out of sequence message will be inserted at B/F EOC, requesting that this response function be demonstrated.
