SUBJECT: NRC INSPECTION REPORT 50-397/99-01

Dear Mr. Parrish:

From February 1-4,1999, an NRC inspection was conducted at your Washington Nuclear

Project-2 reactor facility. The enclosed report presents the scope and results of that inspection.

Additionally, telephonic conversations were held on March 3-5,1999, between Ms. G. Good of

this office and Messrs. J. Mcdonald and D. Coleman of your staff.

Areas examined during this inspection included portions of your physical security program. We

determined that those areas inspected were being effectively implemented with the following

exception,

During the inspection, we determined that your staffing of armed response personnel inside the

protected area was in accordance with the minimum requirements of the physical security plan.

During the September 21-24,1998, Operational Safeguards Response Evaluation (OSRE), you

exceeded the minimum requirements of the physical security plan and elected to utilize five

additional armed response personnel to successfully demonstrate your ability to defend against

the design bas;s threat. The requirement to defend against the design basis threat is

addressed in 10 CFR 73.55(a). The results of your OSRE were documented in NRC Inspection

Report 50-397/98-201 dated December 9,1998.

To meet the design basis threat during your OSRE, all of your armed reeponse personnel were

positioned at, specific locations inside the protected area. However, following the OSRE, you

frequently rc.ocated some of these armed response personnel to other locations inside the

protected area. The relocation of armed response personnel may have invalidated response

times to both the cont lngency weapons and to plant equipment target sets, as discussed in

Section S6.2 of this report.

Subsequent to your September 1998 OSRE, you have maintained an appropriate number of

on-duty armed security personnelinside the protected area. However, as discussed during the

above telephone conversations, we noted that there is a difference between the number of

armed responders described in the physical security plan and the number of armed response

personnel used during the September 1998 OSRE to demonstrate your ability to defend against

the design basis threat, as discussed in Section S6.2 of this report.

provisions to maintain an adequate level of security within 30 days of the report date. Your

evaluation should not include safeguards information.

in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its

enclosure will be placed in the NRC Public Document Room (PDR)."
