Vehicle Barrier System
10 CFR 73.55(c)(7) requires that licensees establish vehicle control measures to protect against the
use of a land vehicle as a means to gain unauthorized proximity to vital areas.
.
Paragraph 4.2.4 of the licensee's Physical Security Plan requires that the licensee install a vehicle
barrier system to meet the requirtsnents of 10 CFR 73.55(c)(7). .
Contrary to the above, on October 21,1997, the inspector identified a gap in the vehicle barrier
system that pmvided a path for a design basis vehicle to gain unauthorized proximity to vital areas.
This is a Severity Level IV violation (Supplement IU) (397/9707-01)
Resnonse to Violation

'Ihe Supply System accepts the violation.
Benmn for Violation
The Supply System agrees with the staff's characterization of this event as given in the Violation
and Report Details of Reference 1.
The failure to meet the regulatory requirements for vehicle barriers was caused by a gap in the
existing vehicle barrier system. The gap was caused by an existing building that was being
used as a part of the vehicle barrier system. During the design phase of the vehicle barrier

- system the building was evaluated and found to meet specific structural criteria as provided in
response to question 20 of Reference 2). The criteria for the use of buildings as part of a
vehicle barrier did not, however, address all of the design issues.
During the structural
evaluation of the building, the doors and internal pathways that could provide an entry point
for design basis vehicles were not considered. The failure of the Supply System to consider
doors and internal pathways was caused by narrowly focusing on the structural criteria for
buildings, and not the general requirement to stop a design basis vehicle.
Corrective Actions Taken and Results Achieved
Compensatory measures were immediately employed to ensure the integrity of the vehicle
barrier system. Subsequently, double concrete Jersey highway barriers were placed in the area
of vulnerability to meet the vehicle barrier requirements of 10 CFR 73.55(c)(7).

Additionally, other buildings credited as vehicle barriers were reevaluated to determine if any
door or internal pathway . vulnerability to a design basis vehicle penetration existed. The
review did not identify any additional discrepancies.
