Subject: Systematic Asnessment of Licensee Perforinance (SALP)

The NRC Systematic Assessment of Licensee Performance (SALP) Board has

completed its periodic evaluation of the performance of your WNP-2 facility

during the period February 1, 1985 throrgh January 31, 1986.

l

The performance of your WNP-2 facility was evaluated in the functional areas

of plant operatioro, radiological controls, maintenance, surveillance, fire

protection, emergen::y preparedness, security, outages, qetality programs and

administrative controls, licensing activities, and training. The criteria

used in conducting this assessment and the SALP Board's evaluation of your

performance in these functional areas are contained in the enclosed SALP

report.

A management meeting to discuss the results of the SALP Board's assessment is

not a requirement, but may be held as a public meeting at the discretion of

the licensee or NRC. We are not requesting a meeting to discuss the results

of this SALP assessment; however, we would be pleased to meet with you if you

should so request. Please contact this office within ten days at the date of

this letter if you wish to request a management meeting.

Overall, the SALP Board found your performance to be acceptable and directed

toward safe facility operation. Certain strengths and weaknesses werc

identified, as discussed in Section III, Summary of Results, and Section IV,

Performance Analysis.

Board recommendations related to the various functional

areas are provided in the enclosed SALP report.

An NRC inspection conducted subsequent to the close of the SALP evaluation

period identified several weaknesses in your implementation of 10 CFR 50,

Apper. dix R requirements and ummitments.

You are urged to increase your

attention to this important area.

As discussed in the Plant Operations section of the enclosed report, the SALP

Board noted that nine reactor trips occurred during this period, including

four caused by personnel error. Your continued efforts to reduce the

frequency of these safety system challenges are encouraged.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and the enclosed

SALP report will be placed in the NRC's Public Document Room, as will any

comments you may wish to submit to NRC regarding the content of the SALP

report.

The NRC's Office for Analysis and Evaluation of Operational Data performed an

assessment of licensee event reports submitted for the WNP-2 facility.

This

assessment was provided as an input to the SALP process; a copy is therefore

enclosed for your information.
