This will acknowledge receipt of your July 24, 1986 letter to Mr. John B.

Martin that transmitted the complete controller package, including the scenario and other ' elated materials, for the WNP-21986 Annual Emergency r

Exercise.

On August 19, 1986, Ms. Gail Temple of my staff held a telephone. conversation with Mr. R. Mogle, and other members of your staff, to discuss the results of our evaluation of your scenario package. During our evaluation, we identified a.' number of typographical errors, data / message inconsistencies and issues needing' clarification. During the telephone conversation, Mr. Mo2 e 1

agreed to correct the typographical errors and the data / message inconsistencies. Your staff was able to answer / clarify most'of our other questions during the conversation. However, two matters required followup by your staff; one dealt with particulate values and the~other dealt with dose rate values.

It is our understanding that the followup information and any changes to the scenario, occurring between now and the'date of the exercise, will be provided to the NRC team members the week of the exercise.

The contents of the scenario package were discussed with FEMA, Region X.

FEMA stated that they had already informed you of their concerns.

4 It is our conclusion that the scenario package is adequate to permit you to meet the agreed upon exercise objectives submitted to us by your letter dated June 12, 1986.
