An NRC inspection was conducted November 18-22,1996, at your Washington Nuclear
Project-2 reactor facility. The enclosed report presents the scope and results of that
inspection.
Your access authorization program was examined during the inspection. Inspection
activities consisted of selected examinations of procedures and representative records,

interviews with personnel, and observations of activities in progress.

in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
