We find the page changes, as described in your cover letter, to be consistent with the proviaions of 10 CFR Part 50.54(p). Accordingly, Revision 23 is considered acceptable as a replacement for your previously approved plan.
The attachments to your letters are being withheld from public disclosure because they contain Safeguards Information and must be protected in accordance with the provisions of 10 CFR Part 73.21.
