WNP-2 OPERATING LICENSE NPF-21 TRANSMITTALOF REVISION 23 TO TKE WNP-2 EMERGENCY PLAN In accordance with 10 CFR 50.4(b), 50.54(q), and 10 CFR 50 Appendix E, attached is the signed original of the WNP-2 Emergency Plan, Revision 23, and a detailed synopsis of changes.

Revision 23 provides an updated description regarding the establishment of separate Emergency Operations Centers for Benton and Franklin Counties and implements several administrative enhancements. Revision 23 of the Emergency Plan was evaluated pursuant to the requirements of 10 CFR 50.54(q). We have determined the changes do not reduce the effectiveness of the plan as previously approved.
