The inspection included a review of activitiesforyourWashingtonNuclearProject, Unit 2 WNP-2).

At the thefind(ingswerediscussed conclusion of the site visit on July 27, 1990,

with those members of your staff identified in the enclosed report.

Further, this letter refers to subsecuent in-office review of documentation provided during the inspection regarcing items of inspection interest, and a follow-up

telephone conversation between A. McQueen and D. Martin of your staff on July 30, 1990.

Areas examined during this inspection are identified in the report.

Within these areas, the inspection consisted of selective examination of procedures and representative records, interviews with facility and contract personnel, and observations by the inspector.

Within the scope of the inspection, two apparent violations were reviewed.

One was licensee-identified and pertained to removal of a keycard from the protected area.

The other pertained to failure to search a vehicle cargo

compartment as required by the physical security plan.

Both appeared to be L

isolated incidents.

These aaparent violations are not being cited because the criteria specified in NRC's Enforcement Policy,10 CFR Part 2, Appendix 0, Part V.G., were satisfied.

The material enclosed herewith contains Safeguards Information as defined by 10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited by Section 147 of the Atomic Energy Act of 1954, as amended.

Therefore, the material will not be placed in the Public Document Room.
