SUBJECT: NRC INSPECTION REPORT 60 397/97 07 AND NOTICE OF VIOLATION
Dear Mr. Parrish:
From October 20-24, 1997, an NRC inspection was conducted ut your Washington Nuclear
Project-2 reactor f acility. The onclosed report presents the scope and teruits of that
inspectioc.
Your lanc vehiclo control program, including the vehicle barrior system, its bomb blast
analysis, and procedure controls, was examined during this inspection. Overall, we
doterminod that your land vehiclo control program for the protection of matovolent use of
vehicles was properly implomonted. However, a violation was identified involving a gap in
your vehiclo barrior system.
The violation is cited in the enclosed Notico of Violation (Notico) and the circumstancos
surrounding this violation are described in detailin the enclosed report. Please note that you
are required to respond to this letter and should follow the instructions specified in the
enclosed Notico when preparing your responso. The NRC will uso your response, in part, to
determino whethor further enforcement action is necessary to ensure compliance with
regulatory requirements.
The material enclosed herewith contains Safoguards Information as defined by
10 CFR 73.21, and its disclosure to unauthorized individuals is prohibited by Section 147 of
the Atomic Energy Act of 1954, as amended. Thorofore, the material will QQ1 bo placed in
the Public Document Room.
