WNP-2 OPERATING LICENSE NPF-21 TRANSMITTALOF REVISION 24 TO THE WNP-2 EMERGENCY PLAN In accordance with 10 CFR 50.4(b), 50.54(q), and 10 CFR 50 Appendix E, attached is the signed original of the WNP-2 Emergency Plan, Revision 24, and a detailed synopsis of, changes.

Revision 24 provides minor enhancements to the description of the dispatch process used for state and county representatives; updated Emergency Action Levels that reflect human factor improvements; clarifications to describe backup dose projection capability and the Emergency Plan Audit distribution process. This revision reflects the name change of the company from Washington Public Power. Supply System to Energy Northwest. Revision 24 of the Emergency Plan was evaluated pursuant to the requirements of 10 CFR 50.54(q). We have determined the changes do not reduce the effectiveness of the plan as previously approved.
