OPERATIONAL SAFEGUARDS RESPONSE EVALUATION
Dear Mr. Parrish:
The purpose of this letter is to confirm telephone discussions that involved representatives from the Office of Nuclear Reactor Regulation, Region IV, and your staff in regards to the Operational Safeguards Response Evaluation (OSRE) scheduled to be conducted

September 21-24,1998, at the Washington Public Power Supply System Nuclear Project-2 (WNP-2) facility. A general review of the OSRE program and interactions with your staff were also discussed.
The primary objective of the OSRE program is to evaluate the response of your security staff to an external threat. An OSRE team includes a nuclear system engineer, reactor safeguards specialists, and at least three NRC contractors. Additionally, support is provided by an NRC resident inspector and a Region IV physical security specialist inspector. An important aspect of the OSRE program is to observe the priorities established by your operations and security departments for the protection of plant equipment and the protective strategies employed.
The NRC contractors are covered by a Fitness-for-Duty (FFD) Program which is equivalent to licensee programs under 10 CFR Part 26; therefore, they are exempt from preaccess or random licensee FFD testing. However, suspected FFD infractions by these NRC contractors should be handled in the same manner as NRC employees.
l An overview of the planned OSRE activities will be presented at the entrance meeting which will be conducted when the team arrives on site. This meeting will provide an opportunity for you to ask questions or request clarification of the OSRE objectives. After l
the entrance meeting, part of the team plans to take a general orientation tour of the protected area perimeter and potential target equipment sets. Concurrently, part of the i

team will meet with appropriate site operations and engineering staff to identify the j
site-specific sets of target equipment to be used in table-top exercises and actual on-site response drills. The team will conduct several table-top, time-line response exercises with the response team leaders. The OSRE team will observe your security force during
]
response drills, which should be performed using normal drill procedures and participants.
The OSRE team's participation concerning the drills will only involve the selection of scenarios and the observation of drills conducted by your security organization.

Washington Public Power Supply System demonstration by security officers to observe courses of fire and f amiliarity and proficiency of officers with response weapons. The team's nuclear systems engineer will also want to meet with additional plant operations personnel to assure that security systems are not interfering with safe operation of the plant.
We request that you provide appropriate plant personnel support for the OSRE team during the scheduled evaluation. Specifically, security members will require escorts from the security training department, and the team's systems engineer will need to interface with an individual familiar with safety equipment location and functional capabilities. The team will schedule its activities to avoid the disruption of normal plant operations. The team also plans to interview the security officers during weapons familiarity and proficiency activities.
The time that various team members plan to spend on site may vary, but generally will j
range between 6-8 hours per day. Some of this time is expected to be during evening

hours.
