AUG 2 4 G88 Docket No. 50-454 Docket No. 50-455 L l

Commonwealth Edison Company ATTN: Mr. Cordell Reed 1 Senior Vice President -

Post Office Box 767  ;

Chicago, IL 60690  :

Gentlemen: i Based on the August 15, 1988, telephone conversation between Mr. Mike Whitemore  ;

of the Byron Nuclear Generating Station and Mr. Gary Shear of my staff, it is i my understanding that September 8, 1988, was agreeo upon as the date for  !

4 Mr. Shear's site visit to tour the emergency response facilities of the Byron i Nuclear Generating Station.

Recent experience in the Federal Field Cxercise identified the need for I Region III to evaluate each licensee's emergency response facilities to t determine if the NRC's Expanded Activation Site Team can be adequately t accommodated. IE Information Notice No. 86-18 described the planned  ;

composition and location of the NRC Site Team that would respond to a major <

] nuclear power plant accident.

Region III does not expect licensees to backfit to provide increased facility f space. Facilities that have been constructtd and approved under current s

regulations and guidance may not have the capability to accommodate the NRC {

)

Expanded Site Team as outlined in Information Notice 86-18. I Our goal is to consider with each licensee, ways of making more efficient use 1 of available space, of providing adequate communications, and of identifying ,

alternate space where relevant data could be made available in a timely. l reliable manner.

Attached to this letter is an outline of the areas we will be reviewing. If [

.l there are questions regarding any of the above, please contact Gary Shear at  !

(312) 790-5620, 1

Sincerely, ,

i 8809010123 880824 ,
