Gentlemen:

This refers to the routine safety inspection conducted by Messrs. J. Holmes,

F. Maura, and J. Ulie of this office on September 3 through September 6, 1985,

of activities at Davis-Besse Nuclear Power Station authorized by NRC Operating

License No. NPF-3, and to the discussion of our findings with you at the

conclusion of the inspection, and to subsequent discussion with your staff

concerning open items on October 31, 1985.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements, as specified in the enclosed Appendix. A written response

is required.

In addition, this inspection identified two issues which must be resolved prior

to plant startup following the current outage. The first issue, discussed in

paragraph 2.b of the enclosed report, concerns the pctential simultaneous

spurious operation of the Pressurizer Power Operated Relief Valve and its

associated block valve. The second issue, discussed in paragraph 4.a of the

enclosed report, concerns the appropriate fill depth of silicone foam sealed

fire barrier penetration seals.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this

letter, the enclosures, and your response to this letter will be placed in the

NRC's Public Document Room.

The responses directed by this letter and the accompanying Notice are not sub-

ject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.
