This refers to the routine safety inspection conducted by Messrs. P. M. Byron,
E.f R.q Schweibinz, R. K. Walton, and D. C. Kosloff of this office on June 5-
through July 16 and 24. -1989,- of activities at Davis-Besse Nuclear Power.

discussion ~of our. findings with Mr.-L. Storz at the. conclusion of the.
. inspection.
- The enclosed copy'of our inspection report 1 identifies areas examined during-

sthel inspection. 'Within thesel areas, the inspection consisted ofta selective-
' examination of procedures and representative records, observations,. and

. interviews with personnel.
'During'this inspection,-certain of your activities appeared to be.in violation
of-NRC requirements, as.specified in the enclosed Notice.
A written. response-
is. required.
Also other activities appeared to be in violation.of NRC-requirements as-
--described.in Paragraph 7 of the enclosed report. The inspection showed'that
actions had been taken to correct the identified violation and to prevent
recurrence.
Our understanding ~ of your corrective actions is described in
' Paragraph.7 of the enclosed inspection report.
However, this violation was

.. identified by you and meets the criteria of 10 CFR 2, . Appendix C,Section V.G

and therefore, a Notice of Violation will not be issued.
In'accordance with 10 CFR 2.790 of the Commission's regulations, a copy
