EVALUATION OF THE DAVIS-BESSE NUCLEAR POWER STATION COMPLIANCE WITH 10 CFR 50.62 REQUIREMENTS FOR REDUCTION OF RISK FROM ANTICIPATED TRANSIENTS WITHOUT SCRAM (ATWS) (TAC 59086)  !

The NRC staff has completed its review of your submittals dated February 28,  !

1989, and June 30, 1989, osed plant-specific designs to comply with theinreonirements which you presented of 10 CFR your 50.62prop (The ATWS Rule) for the Davis-Besse Nuclear Power Jtation. As discussed in the enclosed safety evaluation, the staff concludes that your proposed designs are in compliance with the ATWS Rule and are therefore, acceptable.

The ATWS Rule requires in Section 50.62 (c)(1) of CFR 50.62 that the equipment i required to automatically initiate the auxiliary (i.e., emergency) feedwater  ;

system and initiate a turbine trip under conditions indicative of an ATWS be j designed to perform its function in a reliable manner. This system, the ATWS l Mitigation System Actuation Circuitry (AMSAC), uses an existing class IE system l which is presently addressed in the Davis-Besse Technical Specifications. On i this basis, we find that your AMSAC meets this criterion.

In a similar fashion, Section 50.62(c)(2) of 10 CFR 50.62 requires that the j diverse scram system (DSS) must also be desigred to perform its function in a reliable manner. The staff finds that the DSS at Davis-Besse is acceptable.

However, there are presently no applicable technical specifications for this non-class IE system. The staff is presently evaluating the need for technical ,

specifications governing operability and surveillance requirements for the DSS and will provide guidance regarding this matter at a later date. In the interim, we recorrnend that you include appropriate surveillance requirements for the Davis-Besse DSS in your plant operating procedures.

We find that your proposed date of May 1990 for implementing the ATWS modifi-  ;

cations is acceptable in acc.ordance with 10 CFR 50.62(d).
