This refers to the routine safety inspection conducted by Messrs. P. M.1 Byron,
R. K. Walton, and D. C. Kosloff of this office on June 5 through June 30, and-

July 9, 1990, of activities at Davis-Besse Nuclear Power Station authorized by
j
Facility Operating License No. NPF-3 and to the discussion of our findings
with Mr. L.- Storz at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during
!
the inspection. Within these areas, the inspection consisted of a selective
examination of' procedures.and representative-records, observations, and-
j
interviews with personnel,

Dur.ing this inspection, certain of your activities: appeared -to be in violation -
of NRC requirements. .You will be notified by separate correspondence of;our
decision regarding enforcement action based on the findings of this. inspection.

No written response is required until you are notified of the proposed
enforcement action.

In addition, certain other activities appeared to be.in. violation'of NRC
requirements. This apparent violation pertains to the failure to promptly take
corrective action to repair heat tracing and is fully described in Paragraph 3.

of the enclosed inspection report.
This violation-has been categorized at a
Severity Level IV/V and a Notice of Violation (Notice) and is normally issued-
,

for violations at that Severity Level.
However, the NRC wantsito encourage
j
and support licensee's initiatives for the' self-identification and reporting
.i
of potential violations and for implementing immediate, effective and lasting
il
corrective action, including thorough root cause analysis.
Further, this
violation does not appear to be either repetitive or willful in nature.
Therefor % in accordance with Paragraph V.G.1 of the '" General Statement of
Policy and Procedure for NRC I:nforcement Actions."

10 CFR Part 2, Appendix C., the NRC is exercising the discretion authorized by
the Enforcement Policy and a Notice of Violation is not being issued for this

matter.
