SUBJECT:

FIRE TEST REPORTS ON PENETRATION SEALS - STATUS OF-EVALUATION By letter dated June 25, 1986 (No. 1267) Toledo Edison Company submitted test

documentation and a sunnary of the applicability of that documentation to the Davis Besse Nuclear Power Station penetration seals. This documentation was submitted for NRC review to resolve concerns with regard to the adequacy of the test documentation to support the fire rating of the penetration seals.

These concerns are discussed in Inspection Report 50-346/85028 issued November

,

22, 1985, and Inspection Report 50-346/86006 issued February 28, 1986.

We evaluated the fire test reports you submitted to determine the following:

1.

Was the test conducted in accordance with standard fire test procedures?

2.

Did the results of the test confirm that the seal assembly tested met the guidelines contained in Appendix A to BTP APCSB 9.5-1?

3.

Was adequate justification provided where deviations from the above guidelines existed?

4.

Were the fire-tested seal assemblies similar to seals found in the plant?

5.

Were the tests conducted by an independent testing laboratory?

Based on our review, we have determined that the following in-plant seal assemblies could be considered acceptable provided that additional information of a confirmatory nature be provided:

Certify that fire test 748-178 was performed by an independent laboratory.

Confirm that the conduits are sealed internally per the design detail.

  • Confirm that the materials tested, including the "M-Board", are the same as that found in the plant.

Justify the cold side temperature readings in-terms of cable I

combustibility and in-situ combustible ignitability.

Based on our review, we have concluded that the fire test reports submitted

for the following in-plant seal assemblies do not confirm that these seals comply with the guidelines in Appendix A to BTP APSCB 9.5-1:

Therefore, these seals should be considered " degraded" per the plant technical specifications.

Implementation of a fire watch in areas containing these

latter seals per the action statement of the technical specifications provides i

adequate compensatory protection until these seal assemblies are in

conformance with the above-referenced staff guidelines.

We have previously discussed the above information with your staff in a telephone conference call on September 9, 1986.

Please provide the confirmatory information requested no later than February 16,

1987, along with your proposed schedule for corrective action for those seals l

which do not conform with the quidelines of Appendix A to BTP ASCSB 9.5-1.
