Gentlemen:
This refers to the routine safety inspection conducted by Mr. Joseph Ulie
of this office on March 13-17 and April 18, 1989, of activities at the
Davis-Besse Nuclear Station authorized by NRC Operating License No. NPF-3
and to the discussion of our findings with Messrs. T. Myers and L. Storz
and other members of your staff at the conclusion of the inspection. The
purpose of this inspection was to review the implementation of the licensee's
The' enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
During this inspection, certain of your activities appeared to be in violation
of NRC requirements, as specified in the enclosed Notice. A written response
is requirea. With regard to Item 2 of the Notice of Violation, we are concerned
about the recurring deficiencies in the fire watch program area. Additional
personnel training and technical staff review oversight appear necessary
to ensure proper implementation of the fire watch program.
In your response
to-the Notice of Violation, please address the actions you are taking or plan
to take to correct fire watch program deficiencies.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter, the enclosures, and your response to this letter will be placed
in the NRC Public Document Room.
The responses directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget
as required by the Paperwork Reduction Act of 1980, PL 96-511.
