Gentlemen:
This confirms the plans as discussed on' July 19 and 25,'1989, between you'and-
me to conduct an Enforcement Conference at 9:30 a.m. (CDT) on September 8, 1989,

at the Region'III office in Glen Ellyn, Illinois. -The purpose of the enforcement-
conference is to further supplement and clarify information provided by the
Toledo _ Edison Company in its February 29, 1988, response to the January 28, 1988,
Inspection Report No. 50-346/88-004(DRP) and Notice of Violation _regarding the
a) proval of procedure AD:1805, Revision 27.
In addition, I am requesting that
.
tie Davis-Besse plant manager participate in the enforcement conference to
-supplement and. clarify his January 19, 1988, and April 15, 1988, statements to
the NRC Office of' Investigations regarding his knowledge and involvement in this
matter.
At the. enforcement conference,-Toledo Edison Company and the Davis-Besse plant
manager should:be prepared to discuss the approval of procedure AD 1805,
Revision 27,'the dispositioning of PCAQR 87-0322, and the preparation of the
reply to'the Notice of Violation discussed above. The enforcement conference
will be stenographically transcribed.
