In your letter dated July 10 1990, 3 you requested relief from the ASME Code a regarding the repair requirements of ASME Code Class 3 piping in the Davis- ]

Besse service water system. Specifically, you identified a through-wall 1 flaw in a 4-inch, schedule 40, ferritic steel, moderate energy pipe and l concluded that conformance with the applicable ASME Code repair requirements is impractical. Your basis for~ determining that a re) air of-the subject pipe in conformance with the Code u impractical is tlat it would require  ;

Accordingly, you made a temporary non-welded repair not l

.in conformance with the ASME-Code requirements which stopped leakage from I the through-wall piping flaw.

We have reviewed your submittal and agree.that the ASME Code repair require-  ;

ments in this case are impractical. We find that the subject piping has '

adequate structural integrity based on the relatively low system pressure and the small pipe diameter. Accordingly, your relief request is granted '

until the next scheduled outage exceeding 30 days, but no later than the next refueling _ outage, presently scheduled for December 1991. Our safety evaluation of your relief request is enclosed.
