On July 21, 1989, you submitted the 10 CFR 50.71(e) annual update of your UFSAR to the Document Control Desk in accordance with 10 CFR 50.4. However, a copy of the update report, or replacement'pages, must also be submitted to the appropriate regional office per 50.4(b)(6) Alth'ough the transmittal letter was received by the regional office, 10 CFR 50.54(a)(3) required update information was not received, including all pages affected by that change,_the reason for the change,-and the basis for concluding that the revised program continues to satisfy Appendix B. Based on a conversation between Mr. Joe Sturdavant of your staff and Mr. T. Vandel of my staff, on September 13, 1989, we understand that Mr. Sturdavant will provide a_ review package to the region by express mail.

We plan to review the updated Quality Assurance Program Description, Section 17.2, however, our review will require more than sixty days to complete due to the lack of available information. You will be notified of the results.

You are advised that adherence to the 10 CFR Part 50 regulations is expected and that further lack of responsiveness may result in enforcement action.
