This refers to the routine safaguards inspection conducted by..

Ms. G. M. Christoffer of this office'on February 21 through April .17,

1989, of activities at' Davis-Besse Nuclear Power Station authorized by

NRC Operating License No. NPF-3 and to the discussion of our findings

with Mr. B. Beyer and other members of your staff on February 24, 1989.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During-this inspection, we requested that you provide us with information

on an allegation regarding background screening (RIII-88-A-0170). We have

concluded that the allegation is not r.ubstant.iated and consider it. closed.

We found your investigation to be adequate and have no additional questions

regarding this matter. We request that you retain the supporting documentation

for your investigation of this allegation for'a minimum of one year from the

date of this letter.

No violations of NRC requirements were identilied during the course of this

inspection.

Areas examined during this inspection concern a subject matter which

is exempt from disclosure according to Part 73, Title 10, Code of Federal

Regulations, Section 73.21(c)(2). This information must be handled and

protected in accordance with the provisions uf 10 CFR 73.21. Consequently,
