Gentlemen:
This refers to the routine safety inspection conducted by Messrs. P. M. Byron,
E. R. Schweibinz, R. K. Walton, and D. C. Kosloff of this office on March 1
through April 23, 1989, of activities at Davis-Besse Nuclear Power Station,
authorized by Facility Operating License No. NPF-3, and to the discussion of

our findings with Mr. L. Storz at the conclusion of the' inspection.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with persont.e1.
During this inspection, certain of your activities appeared to be in violation
of NRC requirements, as described in Paragraphs 5.a. and 5.b. of the enclosed
report.
However, these were identified by you and meet the criteria of
10 CFR 2, Appendix C, Section V.G and therefore, a Notice of Violation will
not be issued.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy
of this letter and the enclosed inspection report will be placed in the

NRC Public Document Room.
