Gentlemen:

This refers to the special safety inspection conducted by Mr. C. A. VanDenburgh

of this office on July 9, 1985 through July 26, 1985, of activities at Byron

Station, Unit 1, authorized by NRC Operating License NPF-37 and to the

discussion of our findings with Mr. R. Querio and others of your staff at the

conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

  • l the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

'

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

with, NRC requirements, as specified in the enclosed Appendix. A written

response is required. Furthermore, the enclosed report (Section 2.d.)

indicates weaknesses in your maintenance and troubleshooting activities,

including documentation which contributed to the dissemination of erroneous

information and prevented the timely resolution of operational occurrences.

Prompt management attention is required to resolve these concerns. You are

requested to also provide a written response to this office within fifteen

days addressing these weaknesses.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure (s)

will be placed in the NRC Public Document Room.
