Yankee Atomic Electric Company letter 2.C.2.1 FYR 85-116 from A. M. Shepard to Dr. Thomas E. Murley dated October 31, 1985.
We have received the referenced letter that transmitted Revision 16 of the sub-ject Quality Assurance Topical Report. Revision 16 contained approximately 105 minor changes resulting from your reorganization and the associated reassign-ment of _ duties as well as four changes .in Appendix B to the Topical Report tak-ing specific exceptions to ANSI N45.2.2 and ANSI N18.7 requirements.
Region I. staff has reviewed the minor changes and found them acceptable since they do not reduce your commitments.
However,-the exceptions in Appendix B, Sections IV K, L, M and VIII B do reduce your previous commitments. These exceptions.are being referred to the NRC Head-quarters staff for review and resolution. The findings and conclusions of.the NRC Headquartdrs review will be forwarded to you in a separate NRC letter.
Based on the above and as discussed with you on November 25, 1985 by Dr. Eapen and other members of our staff, you may implement Revision 16 of YOQAP-I-A.with the exception of the subject changes contained in Appendix B to the Topical Report.
-The effectiveness of your QA Program implementation will continue to be the subject of routine regional inspections.
