Subject:

Information on Maine Yankee's License Temiination Plan (MYLTP)

The purpose of thi:; letter is to document a telephone conversation on October 5,1999 between Messrs. Michael Webb (NRC), Larry Pittiglio (NRC), George Zinke (Maine Yankee), Paul Bemis (Stone & Webster) and Dave Fauver (RSI), et. al. In this telecon, Maine Yankee agreed to address all of the areas identified in Nth Regulatory Guide 1.179 and NUREG-1700 related to the final survey plan except for one area. Maine Yankee proposed to submit altemate information in lieu of the survey unit designations.

Maine Yankee intends to submit in its license termination plan the following alternate information:

1. Area maps of the site indicating area classification for all areas.
2. Minimum sampling frequencies (samples per square meter) in each survey unit in each area.
3. Criteria used for sample frequency determination will be in accordance with draft Regulatory Guide 4006 including Type I and Type II error, LBGR, and standard deviation. Note that the survey unit size fer surfaces o f structures to be demolished is a site-specific determina' tion based on the building debris dose assessment. The sample frequency for surfaces in structures to be demolished will be based on this site-specific survey unit size. The technical bases for the site-I specific survey unit size will be described in detail in the LTP.  !

l l Mr. Pittiglio indicated that this alternate information would satiisfy the needs of the NRC for initial acceptance for review. We understand that additionalinformation regarding survey unit designation and sample frequency may be requested based upon NRC's technical review of the LTP. Mr.

Pittiglio also requested that the LTP include additional detail as to the scan frequency in Class 2

( areas based on the potential for contamination. The LTP will include this additional detail. l l
