Frizzle President I 83 Edison Drive Augusta, Maine 04336 Gentlemen: Subject: Resident Inspection Report No. 50-309/90-13 This transmits the June 20 through July 31, 1990 routine inspection findings of Messrs. C. Marschall and R. Freudenberger at the Maine Yankee Atomic Power Plant, , Wiscasset, Maine. Those findings were based on observations of activities, ' interviews, and document reviews, and have been discussed with Mr. Blackmore of your staff. . Although no immediate safety conce ns resulted from the observed instances, weaknesses were observed in procedure quality and adherence, as documented in i the Operations and Maintenance < Surveillance sections of the enclosed report. The associated attitudes toward procedures seem to be similar to the attitudes associated with the. inadvertent draining of the reactor coolant system pressur- irer on June 4, 1990. The '>otential for such attitudes to be or to become a widespread problem merits your attention. We will continue to assess this con- sideration during inspections and performance assessments. , No reply to this letter is required.
