In Reference (d), Maine Yankee submitted an appeal to your previous response to our claim of backfit regarding our permanent shutdown reactor security plan. On May 18,1999, Reference (e),
the staffresponded to that appeal request. The backfit claim involved the requirements for isolation zones and licensee ability to make changes to the security plan using 10 CFR 50.54(p) with regard to vehicle control measures.
