This transmits the July 31 through September 18,1990 routine inspection findings of Messrs.

C. Marschall, P. Sena and R. Freudenberger at the Maine Yankee Atomic Power Plant,

Wiscasset, Maine. Those findings were based'on observations of activities, interviews, and
'
document reviews, and have been discussed with Mr. Blackmore of your staff.

Overall, this inspection found that the plant was operated safely. In addition, we noted that your
_
presentation at the September 17, 1990 management meeting demonstrated an ability to be
,
constructively self-critical.

Although two violations of regulatory requirements were identified (leak testing and independent
..
verification of a switch position), a Notice of Violation was not issued in either case wcause the
l
criteria of Section V.G. of the Enforcement Policy were met.
