information. This infomiation is being sent to enhance the dialogue between various stakeholders L li and provide a springboard for clarifying mutual expectations. We are requesting that comments and l'

, feedback on this draft be provided to us from all receipients by August 31,1999 to support the submission schedule. We are especially interested in comments regarding its acceptability for lj review, but will also receive any technical comments. The content of MYLTP Section 6 is being withheld, at this time, for commercial, proprietary reasons. Please note that the information

I Attachment 1 License Termination Plau Pending Issues i

The following pending issues may result in changes to the Maine Yankee License Termination Plan:

1. Viability of the concept of" phased release of site lands.
2. General Part 72 License vs. Specific Part 72 License: This impacts the scope and schedule of the License Termination Plan. IfMaine Yankee moves forward with the General Part 72

! License the scope of the LTP will include the ISFSI and the schedule for termination of the i license will be set for complete removal of fuel from the site and decommissioning of the l ISFSI.

3. Repowering the Site: This impacts the schedule of the phased release of site lands and the site dismantlement plan. IfMaine Yankee moves forward with repowering the site with a non-nuclear generating station, some site structures such as the turbine hall and the circulating water house may not be dismantled and Maine Yankee would request early (2001) release of the structures and lands associated with repowering prior to any new construction.
4. Clarification of stakeholder expectations for minimum acceptability for review.
