In a telephone conversation with Ms. Carol Ann Reed of my staff on November 25,1998, you narrowed the scope of your request to just one document that shows the dollar amount proposed for enforcement actions based on issues that were not

ssociated with the Office of Investigations reports.

Th3 record listed on Appendix A qualifies for withholding on the basis of the deliberative process priuiege of Exemption 5 of the FOI A. Ilowever,it has been determined, as a matter of discretion, to release this record. The record is accompanied by
